Three alumni from the School of Economics at the University of Hyderabad—Asit Ranjan Mahanty (MA, 1993), Amaresh Samantaray (MA, 1997; PhD, 2000), and Bibhu Prasad Nayak (MA, 2000)—have been appointed as members of the 6th State Finance Commission of Odisha.

The commission is tasked with recommending a formula for the devolution of taxes collected from various sources between the state government, the three-tier Panchayati Raj Institutions (PRIs), and Urban Local Bodies (ULBs).

According to a notification issued by the Finance Department, the commission will also propose principles for the distribution of the state’s own taxes, duties, tolls, and fees among PRIs and ULBs. Additionally, it will recommend measures to strengthen their financial position.

  • Asit Ranjan Mahanty is currently a Chair Professor at the Centre of Excellence in Fiscal Policy and Taxation (CEFT), Xavier Institute of Management, Bhubaneswar. He has previously worked in industry and the Odisha Civil Services.
  • Amaresh Samantaray is a Professor of Economics at Pondicherry University. He has prior experience working with the Reserve Bank of India.
  • Bibhu Prasad Nayak serves as an Associate Professor at the Tata Institute of Social Sciences (TISS), Hyderabad.
